Waterford Expands Affordable Housing Efforts with New 75-Unit Milpitas Community

We’re excited to announce the start of construction on a new 75-unit affordable housing community in Milpitas, California.

Located at 1397 California Circle, the community will provide housing for families earning between 30% and 70% of the Area Median Income and is part of a larger residential community alongside new market-rate housing by PulteGroup.

Through our partnership with Pacific Housing, residents will also have access to no-cost on-site services, including youth tutoring, teen programming, financial literacy and wellness classes, and dedicated support for families.

This project reflects an important part of Waterford’s continued focus: working alongside local governments and strong partners to create more affordable and workforce housing for the communities that need it most.

We’re grateful to the City of Milpitas, PulteGroup, C&C Development, Pacific Housing and our financing partners for helping bring this community to life.

Construction is underway, with completion anticipated in early 2028.
